The Montserrat Access Declaration was a legal document that was created by Montserrat's government in response to the Islands' accession in the second half of the nineties to the United Kingdom. On 1st May 1996, a letter was sent to all residents of the Islands inviting them to begin a new life in the United Kingdom. Those who accepted this offer were automatically granted leave to live in the British Islands for two years, after which they would have to make an application for immigration status.
